Government money to spend on movies for the blind and deaf
There was a first reading of the bill, by which all Russian films made with state support, should appear on the screens of the country with subtitles for those hard of hearing, and diflucanphentermine — concise description of what is happening on the screen — for the blind and visually impaired.
«Here is a simple example, — said the Deputy and part-time actress Maria Kozhevnikova, the author of this bill, a member of the culture Committee. — In our country people with hearing disabilities and vision about 460 thousand people, all of them are deprived of the opportunity to go to the cinema, there simply no conditions. The only place is «Illusion» in Moscow. But there is only one, maximum two sessions per month».
This state of Affairs, it turns out, violates the international Convention on the rights of persons with disabilities, as well as the Constitution of the Russian Federation, in which black and white fixed, that every Russian has the right to participate in cultural life regardless of their health status.
However, persons with disabilities, visually impaired and hearing impaired cannot enjoy these benefits of civilization as well as healthy citizens of Russia — not because they forbid it, and due to natural causes. In Soviet times, as you know, some Patriotic movies came with subtitles (the film was on TV at the most inconvenient time, usually a Thursday in the middle of the day), also adapted for deaf and news. However, this widespread practice was forgotten. While abroad, our experience took over.
«For example, in the U.S. since 1990, the Law on persons with disabilities, which obliges telecommunications companies to provide equal services to people with disabilities along with normal people,» continues Maria Kozhevnikova.
So the question on the agenda was a long time ago. And if on some channels there is an option to turn on closed captioning, the film remained sharp.
Previously it was assumed that the authority to approve the selection of national films subject to compulsory subtitling and diflucanphentermine at the expense of means of the Federal budget, will confer on the Ministry of culture of Russia. However, this would entail another injustice: the officials of the Ministry took away the films, already released, people with disabilities would be able to see them, but much later than the release date on the wide screen.
Therefore, the compulsory subtitling and diflucanphentermine these films due to the allocated government funds have to be contested by those who removes.
Of course, private film studios could not be forced to make copies of movies for people with disabilities. But in the case where the producers receive for the production of film public support, we can make them do it.
«Subtitling and diflucanphentermine will be made at the expense of funds received in accordance with the requirements approved by the Federal Executive body in the field of cinematography», assure the developers.
The same theaters will be obliged to ensure the availability of theaters for disabled people, not only to build ramps and install comfortable seats, but also to purchase equipment for diplommatinidae.
«All this will allow people with disabilities to see the movies running in cinemas all over the country, simultaneously with other categories of citizens, — stated in the bill. That will create the necessary conditions for full and effective participation of persons with disabilities in social life and will provide equality of opportunity for this part of the population of Russia».
The benefits of innovation, sure the developers, much more than the possible cost of it. According to experts of «Scientific and research kinofotoinstituta» JSC «TPO «the film Studio to them. Gorky», the cost of captioning and titlecommercial one film lasts 100 minutes is about 450 thousand rubles — despite the fact that the average film budget today is in the range of plus or minus 50 million. In the near future know-how will not only affect feature films, but animated.
