Currently the procurement of government and state-owned companies make up about 30 trillion rubles a year, of which 4.8 trillion fall on small business. The lion’s share of the domestic small businesses are not manufacturers.

Moreover, high-tech,» — said the head of the Committee on development of the procurement system of the chamber of Commerce Anton Emelyanov.
According to him, the main problems faced by SMEs when participating in procurement is «lack of funds and lack of knowledge of legislative preferences to their economic and legal status».
The latter, incidentally, became interested in Vladimir Putin. The President instructed the government before 1 July this year to introduce a number of amendments to the law on the participation of small businesses in the contract system of public procurement.
In particular, «to determine the amount of security of contract execution, depending on its actual prices, establish limits on the term of refund made by the customer as security of the contract». «Providers who have at least three years of positive experience of performance of similar contracts, from making provision proposed to be released».
In addition, it is planned to establish proportionate penalties in respect of the customer and the provider in violation of the terms of the contracts, if the initial (maximum) price does not exceed 20 million rubles.
According to the instructions of the President, the government must save businesses from red tape. For this purpose it is proposed «to introduce a temporary ban on the increase in reporting from companies and entrepreneurs» and change no more than once per year.

«Small and medium enterprises in crisis, indeed, need government support, especially in terms of moratorium on the growth of accounting documents. Small businesses also need to defend against unjustified refund the customer when the contract is nearly signed and the company has engaged the resources and time for preparation. Currently for small businesses, it is difficult to find the funds to make the enforcement of the contract. Key current rate loans can afford not every company. It is not always possible to find the borrowed funds even to remove their own from circulation. In General, small and medium enterprises need to have more confidence, because for them the participation in public procurement and so has an increased importance, and restrictive measures are useless here».

«The proposed amendments by the President contains not so much the solution to the current difficult situation for small business as the tools to reach any positive decision. In fact, Putin offers to give small businesses not fish, and bait. And already from entrepreneurs depends on how they will manage. In the framework of the existing order aimed at increasing competition, such a decision is extremely correct and reasonable. However, small businesses are faced with the problems of what is called «here and now», they just can not live up to the use of mechanisms such salvation. According to them, now just need to not «bait» and «fish» in the form of preferential subsidies, etc. Despite the apparent reversal towards small businesses, these steps can at least remain unnoticed».
